It is an interesting way to hallmark a piece. You do find lots of feather hallmarks in the hallmark publications but not like this. I am including a link to a silver finding that I believe this one is like, Feather S/S Die Struk w/o Coil<br>Unit Of 10 PCS - Thunderbird Supply Company - Jewelry Making Supplies. Also, the style of bracelet is common of what you find lots of collaboration pieces to be like, the silver is done by someone different. Many lapidary artists don’t have a unique hallmark and maybe this is something the lapidary artist put there, to have something. If you have the purchase information I would backtrack, that is most likely going to be the best way to find out the maker.
