This piece is Navajo made. Chip inlay is a style credited to Navajo silversmith Tommy Singer. Your piece seems to have the right age and look of a Tommy Singer piece. He was known to use Native American Church symbolism as a hallmark on pieces, could possibly represent a peyote bird. Thanks for sharing.
